I'm kinda new to Photoshop and in a tutorial for Pin-up photography is was told to enter 'Filters gallery', but it is unavailable and I don't really know why.

I have a picture which I want to edit. Before that I made two layers by separating background from the rest of content and then I changed the layer with background to smart object and tried to access this Filter Gallery

If you choose your image mode as 16Bits/Channel or 32 Bits/Channel, Filter Gallery option will become deactive.
Here is the image (you should the color bit in title RGB/32)

Change the image mode, usually when you are working with RGB it allows you to access them (for use in electronic devises). If later you want to print your project change it back to CMYK and print from that file. I am not an expert either but this works for me.

Frequent updates in Adobe Photoshop can leave longtime users searching for their favorite features. Filters, which apply effects and other manipulations on images, are generally found listed in Photoshop’s Filter menu. However, some filters live only in the Filter Gallery, while others may take some extra digging to locate, depending on user settings.
Filter Gallery
Photoshop’s Filter menu lists many of the available filters by category, such as Blur, Distort and Noise. The Artistic category of filters, however, is not listed here. Artistic filters are found only in the Filter Gallery, which you can reach by clicking “Filter” in the menu bar, then “Filter Gallery.” The Filter Gallery window then presents a visual representation of all available filters, including the otherwise missing Artistic filters. Here you can preview, mix and apply filters to your image or selection.
32-Bit Filters
Photoshop’s CS5 and CS6 releases marked a transition point from a 32-bit version of the program to a 64-bit version, improving speed and RAM access. Any 32-bit filters previously installed, such as those from third-party developers, will not work or be available in the Filter menu of the 64-bit version. Adobe recommends that users contact the developers of third-party filters for available 64-bit updates.
Custom Filters
Advanced users often create their own Photoshop filters, or purchase them from third-party developers, for custom effects. Photoshop filters are saved to the user’s hard drive with an .acf file extension. When upgrading to a new version of Photoshop or changing computers, the ACF files may not migrate, leaving the custom filters missing from the Filter menu. Copying the ACF files to the new version’s “Plug-ins” folder, then restarting Photoshop, will return these filters to the menu. If needed, you can load a specific ACF file from another location by clicking “Filter,” then “Other,” then “Custom” and choosing the “Load” option in the Custom dialog.
Smart Filters
Filters may also appear to be missing when using Smart Objects in Photoshop. Smart Objects and their corresponding Smart Filters give you flexibility in the changes made to images, allowing you to undo specific changes and perform non-destructive imaging tasks that are otherwise impossible in Photoshop. When a layer is converted to a Smart Object (such as by clicking “Filter,” then “Convert for Smart Filters”), only certain filters can be applied to it. In the Filter menu, some filters will appear grayed-out, meaning that they are not available and are not Smart Filters. Grayed-out filters include Liquify and Lens Blur.
